Accredited vs pre-approved (Article 16 vs 15)
The Ministry of Finance classifies e-invoicing Service Providers by where they sit in the accreditation process. The distinction matters when you contract: a provider's status can change, so confirm it on the MoF Central Register before signing.
Fully accredited providers
An accredited ASP has completed the Ministry of Finance's full accreditation process and is authorised to operate on the Peppol PINT-AE network in production. This is the status typically associated with Article 16 of the e-invoicing framework. Confirm the exact article designation for each provider against the MoF Central Register.
Pre-approved providers
A pre-approved ASP has been provisionally listed by the Ministry of Finance and is progressing through accreditation, commonly associated with Article 15. Pre-approved providers may still be finalising production readiness — verify their current status and the applicable article on the MoF Central Register before you commit.
The precise legal meaning of Article 15 and Article 16 is defined by the UAE e-invoicing legislation. Nazm surfaces the classification recorded for each provider; it is not legal advice. Always read the source at mof.gov.ae.
Questions to ask before you sign with an accredited service provider
An Accredited Service Provider is the company that validates your invoices against PINT-AE and transmits them over the Peppol network. Appointing one is a legal requirement for every business in scope, and the appointment is initiated by you through EmaraTax, not by the provider. Businesses with revenue of AED 50 million or more must appoint theirs by 30 October 2026 (MD 244/2025, which moved the original 31 July 2026 date). Everyone else gets a date with their rollout phase.
Whichever provider you talk to, these are the questions worth asking before anything is signed.
Is your accreditation current, and under which article?
Check the provider on the MoF Central Register before signing, not after. Ask whether they are pre-approved (Article 15) or fully accredited, and what happens to your contract and your go-live date if that status changes.
What will this cost at my invoice volume?
Pricing is rarely published. Ask for a number at your actual monthly volume, what a document costs beyond the bundle, and which services such as archiving, support, and corrections are billed separately.
How do my invoices get into your system?
Direct integration with your accounting software, a portal you upload to, or an API your team has to build against. Ask who creates the connection, who maintains it, and what your team has to do every day.
Where is my invoice data stored, and how do I get it out?
Ask about UAE data residency, the retention period, and the export format. Your invoice archive matters at tax audit time; you want a clear answer on how you retrieve it if you ever leave.
What happens when an invoice fails validation?
Failures are normal at go-live. Ask how errors are reported, whether they arrive in plain language or as raw Schematron codes, and who is responsible for fixing and resending.
What are your service levels?
Ask for transmission uptime commitments, support hours and channels, and response times when an invoice is stuck. A missed transmission window is your compliance problem, not just theirs.

Peppol Access Point providers in the UAE
A Peppol Access Point is the gateway that transmits your invoices across the Peppol network to your counterparty. In the UAE model, accredited Service Providers operate the Access Points that carry PINT-AE documents. The Peppol AP column in the directory marks which providers operate their own Access Point — verify each against the MoF Central Register.

Nazm is not an Accredited Service Provider. Nazm connects your accounting software to the accredited ASP of your choice; it does not itself hold Peppol PINT-AE accreditation and does not act as your ASP.
